The Garfield County Detention Facility (Jail) opened in June, 2005, in response to overcrowding
of an aging facility atop the Courthouse. The jail was housing 115 inmates in a facility with only 78 beds.
Citizens of Garfield County voted in a new tax to fund the building of the facility. While waiting for the
new jail to be built, the Sheriff's Department had to house as many as 90 inmates in other jails, do to
the increase in inmates.
With input from Sheriff Winchester, his staff, the Oklahoma Department of Health (Jail Inspection
Division) and others, a design was proposed by Larry Edmondson and Associates for a 198 bed center to
meet State and Federal Jail Standards. The present jail has a full kitchen, laundry, along with a
medical area for assessment and minor treatment. Over 500 meals are prepared and served on a daily
basis, and an average of 15 persons are booked into the facility daily. The jail serves not only as the
County Jail but the City Jail for all the local Police Departments, and the other State and Federal
agencies in the County.
The jail is staffed with a Jail Administrator, Assistant Jail Administrator, 5 Shift Supervisors, 19 jailers
and 1 maintenance person. All jail staff are requested to attend yearly state training for jail staff, along
with in service training held at the department. Progressive Farmer magazine has named Garfield
County #8 of their top 10 rural counties in which to live. One of the reasons they gave Garfield County
such a high rating was because it has a low crime rate.
